DQM Terms / Glossary

DQM – National Dredging Quality Management Program
Formerly Silent Inspector (SI) the program has underwent a name change to reflect its change in mission. The DQM program verifies, collects, and stores dredging instrumentation data for the USACE and provides tools interpret and utilize this data for USACE dredging managers.

The four categories DQM specification is broken up into for scows in order to meet the various needs of USACE district around the country.
The DQM On Board Software on a hopper dredge. This software was written by the DQM team and collects, stores and transmits the contractors data to the DQM database.
DQM Viewer
USACE tool for dredging manager to view and export data on a load by load basis.
Disposal Plot
A GIS plot of a individual load. It provides and overview of the dredging cycle and a higher resolution window that shows the details of the disposal event.
Dredging Cycle
One load of dredge material. For DQM a load starts at sailing light, followed by dredging, then sailing loaded, and ends with a disposal event.
Disposal Event
When material leaves a dredge plant either though open water disposal or by hydraulically pumping the material ashore.
System Provider
A contractor responsible for the instrumentation on a dredge plant that transmits the data to the DQM center. This can be the dredging contractor but is often a third party vendor.
Dredge Plant Instrumentation Plan – Informational manual describing how the instrumentation in place meets the minimum data reporting requirements of the specification.
Certification Inspection Form – spreadsheet used by an inspector in the field (Hopper -HCIF, Scow –SCIF).
The location in the scow/ship where the dredge material is placed for transport.
Measurement from the surface of the material to the zero of the bin/hopper (typically the combing).
Data collected by instrumentation on a given dredge plant and transmitted to the DQM database - see plant specifications.
Contractor Backup Data
The data collected by the contractor then formatted in xml for transmission either to the DQM computer (hopper dredge) or the DQM database (scows).
Letter of Certification
A letter provided from the DQM support center to owner or operator of a dredge plant which states that the dredge plant was inspected and that at the time of the inspection the system installed was capable of meeting the minimum reporting standards of the DQM center. DQM Letters of Certification are good for one year if the instrumentation remains in place and no major modifications are made to the location of the sensors, the displacement of the vessel or the shape of the hopper/bin.
