DQM Terms / Glossary

Bin/Hopper
The location in the scow/ship where the dredge material is placed for transport.
CIF (Certification Inspection Form)
A spreadsheet used by an inspector in the field (Hopper -HCIF, Scow –SCIF).
Contractor Backup Data
The data collected by the contractor and then formatted in XML for transmission either to the DQM computer (hopper dredge) or the DQM database (scow).
Disposal Event
When material leaves a dredge plant either though open water disposal or by being hydraulically pumped ashore.
Disposal Plot
A Geographic Information System (GIS) plot of an individual load, which provides both an overview of the dredging cycle and a higher resolution window that shows the details of the disposal event.
DPIP (Dredge Plant Instrumentation Plan)
Informational manual describing how the instrumentation in place meets the minimum data-reporting requirements of the specification.
DQM (National Dredging Quality Management Program)
USACE program which verifies, collects, and stores dredging instrumentation data and provides USACE dredging managers with tools to interpret and utilize this data. Formerly called Silent Inspector (SI), the program underwent a name change to reflect a change in mission.
DQMOBS (DQM On-Board Software)
DQM software which collects, stores, and transmits hopper dredge data to the DQM database.

DQM Online Data Viewer
USACE tool for dredging managers to view and export data on a load-by-load basis; also referred to as the DQM Viewer.
Dredging Cycle
One load of dredge material; for DQM a load starts at sailing light, continues with dredging and then sailing loaded, and ends with a disposal event.
Letter of Certification
A letter provided by the DQM Support Center to the owner or operator of a dredge plant which states that the dredge plant was inspected and that, at the time of the inspection, the system installed was capable of meeting the Center's minimum reporting standards. DQM Letters of Certification are good for one year if the instrumentation remains in place and no major modifications are made to the location of the sensors, the displacement of the vessel, or the shape of the hopper/bin.

Profile
The two categories into which DQM scow specifications are broken in order to meet the various needs of USACE Districts around the country.
Spec/Specification
The document which specifies the data collection and reporting requirements for each type of dredge plant. — Specifications
System Provider
A contractor responsible for the instrumentation on a dredge plant which transmits the data to the DQM Support Center; the system provider may be the dredging contractor but is often a third-party vendor.
Ullage
Measurement from the surface of the material to the zero of the bin/hopper (typically, the combing).
