The Dredging Quality Management (DQM) Program provides standardized, Corps-wide technical support for dredging operations through advanced automated tools, data services, and continuous innovation. Our mission is simple and focused: To provide standardized Corps-wide technical support of dredging through automated tools and services — and to continually evolve these capabilities to meet our growing needs. Dredging projects are often large-scale, high-cost efforts that directly impact navigation, commerce, and the marine environment. Reliable operational data are essential. DQM delivers impartial, validated information that documents dredging activities, supports contract oversight, and ensures accountability across the enterprise. By collecting, processing, and analyzing operational data, the program helps confirm project effectiveness while supporting informed decision-making.
Program Overview
The DQM Program was formally authorized in 2006 when the Director of Civil Works directed nationwide implementation of the Silent Inspector system across the U.S. Army Corps of Engineers. Through subsequent memoranda and guidance, the program established a standardized, automated approach to dredging quality assurance and monitoring. Renamed DQM in 2010, the program has since expanded to include additional dredge plant types and regulatory projects, and is now embedded in Corps policy and contract specifications to ensure consistent oversight and accountability nationwide.
